As you may be aware an FM repeater controller has been added to the MMDVM. Most of the processing is done in the firmware with the host only providing the initialisation information, which is different from how the other modes operate. At some stage, we will be offering network access to the repeater and then it'll be more like the other modes. and a MMDVM board is a digital only device. on the flip side you can use AllStar on GMRS to link repeaters together and I suppose simplex nodes as well (no repeaters allowed on MURS) there is plenty of GMRS linking going on via AllStar. but you must run it on a private network as you cant cross GMRS and Amateur services. So all you need are flat audio connections to analog radios to create a capable repeater. And yes you can use MMDVM without any internet connectivity. Side note, you'll find calibation for the DMR mode is the most finicky.
